UPMC Health Plan Welcomes Carrie Whitcher as Chief Quality Officer and Vice President of Quality Improvement and Performance

Pittsburgh (April 15, 2021) – UPMC Health Plan today announced the appointment of Carrie Whitcher as its new Chief Quality Officer and Vice President of Quality Improvement and Performance, UPMC Insurance Services. Her appointment was effective April 5.

Among her new duties, Carrie provides key leadership and oversight of the quality of care and best practice guidelines, ethical standards and protocols and clinical outcomes for all UPMC Health Plan lines of business. In addition, she leads the direction for Quality Performance programs—assuring that measures consistently meet or exceed all external regulatory requirements.

“Carrie brings with her an advanced expertise in health care quality improvement and administrative strategy,” said Sandy McAnallen, UPMC Health Plan Senior Vice President, Clinical Affairs and Quality Performance.

Prior to joining UPMC Health Plan, Carrie held progressive leadership roles at Excellus Health Plan for 17 years—most recently as Vice President of Health Care Improvement—where her responsibilities included maximizing health plan clinical quality and member experience across all product lines and quality rating programs, including NCQA and CMS Medicare Star, among several others.

Recognized for her leadership skills at national and local levels, Carrie was honored with Diversity Journal’s Women Worth Watching Award: Executives Leading the Way to Excellence in the Workplace, Marketplace, and the World in 2018. A graduate of Xavier University, she earned her master’s degree in health services administration, and earned her Bachelor of Science from State University of New York City College at Fredonia. She is a Board Member of Houghton College.

Carrie and her family will relocate from Orchard Park, NY to Cranberry Township, PA this summer and will work from UPMC headquarters located in downtown Pittsburgh.
